In a significant policy update, Prime Minister Rishi Sunak recently revealed noteworthy alterations to the government's commitment to achieving Net Zero by 2050. These changes hold particular significance for businesses operating off-grid and relying on fuels like oil or LPG.
Amid these changes, the Prime Minister offered a resolute pledge: the UK remains steadfast in its commitment to achieving Net Zero carbon emissions by 2050. In a statement made during a broadcast on BBC Radio 4's Today programme, Mr. Sunak declared, "I believe in net zero, and I want to deliver it."
In this blog, we explore the recent changes to the Net Zero policy and share some industry reactions to these updates.
What is Net Zero?
Net Zero is an environmental goal aimed at mitigating climate change. It entails reducing greenhouse gas emissions to as close to zero as possible and ensuring that any remaining emissions are balanced by an equivalent amount of greenhouse gases removed from the atmosphere. In practical terms, this means striving to achieve a balance between emissions produced and emissions removed or offset.
A Shift in Government Plans
The most prominent change in the government's policy is the extension of the timeline for phasing out off-grid fossil fuel boilers. Originally scheduled for 2026, this phase-out date has been postponed to 2035, representing an 80% rather than a 100% phase-out. Importantly, the government has assured that no one will be forced to replace their existing boiler with a heat pump if they cannot afford it.
Another noteworthy revision in the government's policy is the postponement of the deadline for discontinuing the sale of new petrol and diesel cars, which has been extended from 2030 to 2035. This aligns with the trajectory observed in several European countries. Importantly, even after this revised deadline, the sale of such vehicles as second-hand remains permissible, though this adjustment will necessitate a parliamentary vote to enact.
Boost in Support
To facilitate this transition, the government has increased support for those seeking to transition away from oil or LPG. The boiler upgrade grant scheme, designed to assist in making this shift, will now see a 50% increase, raising the grant amount from £5,000 to £7,500. It's important to note that to be eligible for this scheme, your property must be a home or a small non-domestic building located in England or Wales.
Additionally, the Clean Heat Market Mechanism (CHMM), which supports the development of the UK's low-carbon electric heat pump market, remains in place. This means boiler manufacturers are still obligated to sell a proportion of heat pumps or face a £5,000 fine for each unit below the target.
The Implications for Businesses
In essence, these policy adjustments provide businesses with more time to adapt to the government's Net Zero initiative. More time to update boilers and any company cars, as well as react to future changes which may come before 2050. Liquid Gas UK, the Trade Association for the renewable liquid gas industry in the UK, has welcomed these changes.

George Webb, CEO of Liquid Gas UK, expressed his support for these policy shifts, stating, "Moving the phase-out date to 2035 brings welcome parity between off-grid and on-grid businesses. The previous 2026 off-grid fossil fuel boiler ban would have placed a considerable financial burden on rural businesses, particularly those with hard-to-treat properties. The revised approach taken by the government is pragmatic and aligns with the industry's goal of achieving 100% renewable liquid gases by 2040."
He continued, "For businesses that may not be able to install a heat pump, switching to renewable liquid gases still offers a significant contribution to Net Zero. We eagerly anticipate collaborating with the government to further develop and deploy renewable liquid gases at scale."
